I came to know Hedley when I was a graduate student at Oxford in the mid-1970s. We became friends, and his thinking and writing came to have a major influence on me.
It was wisely rejected as both infeasible (the United States lacked the means to bring it about) and reckless, given that a threatened Soviet leadership could lash out militarily in any number of places and ways.
